Boys, for the purpose of effecting Mr. Howe's release, and I furnished the Commander of the Nepal with a letter to the Authorities at ... , I also sent a Chinese linguist to assist in effecting his rescue, & the inclosed copy of a letter from the Governors of the Straits Settlements will serve to inform your Lordships that the Victor Howes was given up by the local Chinese Authorities & was on the 6th inst. at Singapore.
I have not received any further particulars relative to the means adopted to effect the release of Mr. Howes beyond what is contained in Colonel Butterworth's letter.
I think it right your Lordship should be informed that My Predecessor brought this matter to the notice of the Senior Naval Officer in these waters as far back as the end of March, but it appears that Officer was at that time indisposed to take any active steps in the matter as will be seen by the inclosure.
